| The large-scale anti-Japanese demonstration has broken out in various parts of China. Japanese embassy in Beijing and the consulate generals of various regions as well as Japanese restaurants and super-markets have received damages such as breaking the window by throwing stones etc. The direct trigger of this riot was said to be the issue of Prime Minister of Japan paying a visit to Yasukuni Shrine, the fact that Japan is aiming to be a permanent member of the UN Security Council, history textbook issue and territorial dispute of Senkaku Islands. However, looking at the scene that the policemen that are supposed to crack down to illegal activity was giving silent approval to the destructions on the TV news though it violated a provision of the Vienna Convention on Diplomatic Relations that defines the premises of a foreign mission as inviolable, I could not help but doubt it is the riot of initiative of government agencies. In China, the systematic patriotism anti-Japanese education has been made since 1994 and the anti-Japanese sentiment has been brewed. Chinese Communist Party has substantially abandoned socialism since Deng Xiaoping promoted reform and opening-up policy after the Proletarian Cultural Revolution. However, they continued the one-party dictatorship and most of the executive has transfigured to the mammoth capitalists through selling process of state enterprises while they were repressing political freedom and curbing the freedom of speech and liberalization of the movement of persons. To gloss over this contradiction and to fend off the domestic dissatisfaction, they could not help making the hypothetical enemy named Japan by using nationalism. However, it is not informed to Chinese public that Japan has made three trillion yen of economic assistance for the development of Chinese economy. Despite of the fact, Chinese Communist Party has lead the anti-Japanese movement, which has made us feel frustrated and powerless feeling for the weakness of diplomatic power of Japan that has left such a situation for tens of years. Japanese Government is hoping to break the deadlock by repeating past reflection on colonialization and the attention of the apology by Prime Minister Koizumi without drawing the word of the apology and compensation from China for leaving the ravage to the overseas Japanese and the legation intentionally. However, Japan has already declared official reflection and the apology more than 20 times since 1972. I do not deny apologizing to a past mistake if necessary. But it doesn't make sense if it is not the one to bring the effect of on diplomacy at least. Why Japanese Government does not throw the just argument instead of make things worse by being indecisive and putting off solutions? Under the circumstances that USA and European countries has begun to point out that the history education of China misinterprets the fact at communist party's convenience, isn't the diplomacy of Japan too naive? 2005/04/22 |
